The 23-year-old was arrested on suspicion of possessing class A drugs and has been bailed until March 3.
He was one of seven people caught in Redhill by safer neighbourhood officers in the operation called 'Mackay', which involved a dog search team and plain clothes officers.
The project resulted in 53 searches, one penalty notice for disorder, and one caution for cannabis.
Redhill neighbourhood Sgt Olly Smith said: "We are determined to get our message across to those people from outside the area as well, that we will crackdown on all those that bring drugs into Surrey."
