He and his Ashford company Maplegate Homes have since converted it into 15 luxury studio one and two-bedroom apartments called Elms Court and sold them all.
A writ issued at London's High Court claims Mrs Tamiz agreed to sell the property for £850,000 in 2002 and that Mr Khandanpour, of Manston, paid £410,000 towards the price.
It says it was agreed that payment of the £440,000 balance would be delayed to help pay for the conversion.
Mrs Tamiz, of Cliftonville, says she registered a legal charge of £440,000 against the house but two years later released her son from his obligations so he and Maplegate could take out a bank loan for the development.
She says her son then transferred his interest in the property to Maplegate in June 2004 and she agreed to take out another charge on the property.
It included a payment of £440,000; £60,000 for each unit over 10; £120,000 for interest and a £20,000 penalty payment if the sums were not paid by September 30 2005 – a total bill of £880,000.
Although the charge was not formally registered, the writ says her son personally guaranteed his company's obligations in May 2004.
It says that when the company defaulted, Mrs Tamiz registered the charge on September 22, 2006. She later agreed to extend the time limit to January 31, 2008.
Mrs Tamiz now claims that although all the flats have been sold, £798,691 remains outstanding.
Because the leaseholds of the flats were sold, the freehold title to the property is now devalued so the charge is unenforceable.
On his company's website Mr Khandanpour says he manages Maplegate Homes with "flair, passion and determination".
It adds: "He keeps a keen eye on every aspect of the business and can often be found wrestling with minute detail well beyond most people's bedtime."
He has an honours degree in business studies and tourism from Kent University, speaks three languages and supports Liverpool FC.
His company has also developed Vincent Farm, Manston; Wykeham Court, Maidstone; Chapel Place, Blean and Hollytree Farm, Staple.
