Mr Dolan said: "I know Sainsbury's have been interested in the park but I wasn't aware something was this far along.
"Terrace Hill has options on two parcels of land in the business park."
City council spokesman Rob Davies said it would be "premature" to comment on the plans and their possible effect on the town centre redevelopment before planning permission was formally submitted.
The news was hidden in a six-monthly report from the development firm.
Despite repeated calls to Terrace Hill, the company has not responded to requests for a comment.
